The shugenja family of the Phoenix Clan, and the one the Empire sends for when a matter turns on the elements rather than on the sword. Their work is the balance of the five and the tending of the kami, which is why their opinion carries in rooms where no Isawa holds any rank.
Matsu Tomoe accuses them, from beyond death, of a conspiracy to turn the elements against the Lion Clan, and says the shugenja of her own clan are at work proving how it is done. What the Lion make of that claim while they are still in the field is not yet on the record.
