One of them recognised her mid-assault and said she was not the target. They had come for the governor's niece, and they used a Phoenix shugenja as the tool to get her.

The alarms went at dawn and the guards went through the guest wing. There were rumours already — the Emerald Magistrates had been up in the night, and something had happened to a young lady, the governor's niece. Breakfast was laid and the lord of the castle did not come to it.

Doji Setsuna came down weary and upright, still recovering. Bayushi Monban ate enormously. And Kakita Kazumi noticed the bruises on Shiba Midori, asked about them, and got a careful answer that mentioned a fight in the dark and somebody impersonating somebody.

Then Governor Miya Tetsuya came in, furious, and demanded to know what had happened to their niece.

Shiba Midori told it. Men came in the night and used her as a weapon — that is her own word for it — and bound others in a separate room, including the governor's niece. One of the attackers looked at her properly mid-assault and said she was not the one they wanted. Kakita Kazumi added the detail nobody had said out loud: there is a dead guard outside Shiba Midori's door, and the door was forced.

Governor Miya Tetsuya locked the island down. Nobody in, nobody out, until this is answered, and they asked the magistrates to run it down.

Doji Setsuna and Shiba Midori agreed — and were careful to say it was a courtesy and not a formal inquiry, which keeps the governor's household from becoming the subject of an Imperial investigation before anyone knows what happened. The staff are all accounted for and being interviewed for alibis; the governor has suspects of their own to hand over.

To question people without questioning them, Doji Setsuna proposed a tea gathering that afternoon. Shiba Midori would host. Ikoma Tadayoshi was brought in to play.

Doji Setsuna told Bayushi Monban to stay away from the guests. He proposed the alternative: search their rooms while they are all downstairs drinking tea. On the second level of the Main Tower he found it — scratches from climbing tools, attic panels moved. And a second place where the tiles had been put back carefully, which is not how an entry point gets left. It is how an observation post does.

On the roof he compared notes with Kakita Kazumi, who pointed out that last night's fog was thick enough to blind any watcher. They worked it out between them: the attackers went in through Shiba Midori's door and left across the roof — which means the entry and the exit were planned separately, by people who had been up there before. Kakita Kazumi proposed sweeping the island's edge for tools ditched in the water or the reeds. Bayushi Monban went up on Riding the Clouds to run the shoreline from above while Kakita Kazumi walked it.

Setsuna

They came for the governor's niece and used Shiba Midori to do it. One of them recognised her mid-assault and said aloud that she was not the target. Which means two things at once: they had a description good enough to correct themselves on sight, and they had a reason not to take a Phoenix shugenja who was standing right there.

That is the third time this campaign a group in the dark has checked a face and let the wrong person go — the road ambush that released her and Shiba Midori on sight of rank, the men at the docks who took Shiba Midori and left everyone else, and now this. These are not the same people every time. They are the same method: disciplined crews working to a brief, who would rather withdraw than take the wrong body.

The careful tiles are the real find. A forced entry records that somebody came in. Tiles replaced neatly record an intention to come back, and a watcher who had been up there long enough to care whether the roof looked disturbed. Bayushi Monban found a burglary and an observation post in the same tower. The observation post is older.

And the fog cuts both ways. Kakita Kazumi is right that no watcher could see through it last night — which means whoever moved in it either knew the route already or was being guided. Combined with the tiles, the answer is that they had rehearsed.

Her procedural instinct was correct. Calling it a courtesy rather than a formal inquiry keeps Governor Miya Tetsuya's household out of the Imperial record while she finds out whether the household is involved. She should hold that line even when it becomes convenient to drop it, because the moment it is formal she cannot un-formalise it.

One thing sitting badly. The envoy she is sworn to protect is under threat, the governor's niece has been taken, the island is sealed, and the men doing the searching are the same two who spent last night buying poison and burgling each other. She has no one to send who is not already compromised — and Miya Misato is still carrying a sealed Imperial message on her body inside a locked island.
